Probe begins into funds 'defalcation'

MALDA, Aug 29: Mr Sujoy Bandyopadhyay, the deputy director of panchayat and rural development, today started an inquiry into alleged violation of Centre's guidelines by the Malda zilla parishad in utilisation of Rs 86.20 lakhs allotted to it under the Pradhan Mantri Gramodaya Yojona scheme. It may be recalled that the Malda CPI-M secretary, Mr Jiban Moitra, had recently lodged a complaint with the authorities concerned, accusing the MZP authorities of "defalcating" the Central funds. Mr Bandyopadhyay today interacted with Mr Moitra, the complainant, and sought additional papers from him regarding the beneficiary list made by the MZP violating the government's guidelines. The P&RD had instructed the Malda district magistrate to extend cooperation with the deputy director, Mr Bandyopadhayay by supplying files from the MZP for any clarification related to the accounts and its audit report made by the auditor general of West Bengal. The copy of the letter was also forwarded to the additional executive officer and the sabhadhipati of MZP. The AG Bengal had detected that the funds meant for PMGY (GA) were distributed by the MZP to 281 beneficiaries, out of 431 ones, who were non-schedule caste and tribes. The PMGY was launched for the SC, ST and other backward classes. Audit report showed that the funds had been distributed among the beneficiaries via gram panchayat pradhan under 14-panchayet samiti including non SC and ST belt in the name of rehabilitation of erosion victims in February 2004. There was no signature of the then executive officer of the MZP in the order of the allotment for distribution. The principal secretary of P&RD, Mr MN Roy, had sent a letter to the MZP on 20 September 2005 and instructed it to follow the proper guidelines for distribution of such funds.
