Staff shortage hits registration of deeds

MALDA, 11 MARCH: A large number of registration deeds is lying uncleared at the district registration office since 1996-1998 owing to staff shortage.

Though after computerisation, registration deeds are being delivered within seven days to claimants, the district officials have failed to clear the backlog since 1996.

One of the victims Mr Utpal Choudhury alleged: “I have failed to secure the deed from the district registration office despite repeated reminders. Nearly 200,000 deeds, after completion of registration between 1996 and 1998, are yet to be delivered to land owners and property holders”.

The deputy inspector general (registration), Mr P Haldar, who is in charge of three districts- Malda, North and South Dinajpur, said:” Not only in Malda, but also in other districts the registration officials are facing such problem. Since computerization in Malda in 2007, we have been able to update most of the pending deeds but due to staff shortage we could not clear pending deeds since 1996-1998”.

Mr Haldar clamied that the department as well as the state government is concerned over the matter.

The state government plans to introduce new software to improve the system of registration and quick delivery of deeds.

Top officials have convened a meeting in Kolkata on 27 March to discuss the matter and would introduce new software in the district offices for implanting “Central Xeroxing” system to update the pending deeds.

Except 10 registration offices, all offices in the state have been computerized, he claimed.

The department has been able to increase the volume of revenue form registration after introducing market Value Rules uploading updated market value of lands in the computer and information kiosks.

“The state has set a target to earn revenue of Rs 32 crore in 2009-10 from Malda. We have already achieved the target of Rs 30 crore and by March we would be able to collect Rs 2 crore more”, Mr Haldar claimed. SNS
