DM cancels ZP's plan to hire NGO's for construction purposes

MALDA, Feb. 5: In view of the government directive, the Malda district magistrate, Mr Sridhar Ghosh cancelled the plan proposal of the Malda zilla parishad (MZP) to engage NGOs and clubs for construction purposes.

After receiving complaints from various quarters the district magistrate had objected to MZP's decision to engage NGOs and sought clarification from the principal secretary of panchayat and rural development department, Dr MN Roy regarding the matter. “In view of the government's direction we cancelled the entire process of allocation of works to the NGOs and clubs”, Mr Sridhar Ghosh, the Malda DM, said today.

“The government has clarified that the NGOs are not contractors. They can work for the welfare of the people but they are not entitled to do construction jobs. The enlisted contractors will be entrusted with the duty of construction jobs through a system of tender which must be published on the website”, he said.

It may be noted that to utilise funds allotted by the Twelfth Finance Commission, the Congress-BJP led MZP has shortlisted several clubs and NGOs to execute 89 schemes amounting to Rs. 2.8 crore. The Opposition alleged that that the MZP had selected NGOs and clubs of its choice to avoid floating tenders.

After taking office as executive officer of MZP a few months back, Mr Sridhar Ghosh, had cancelled the entire tender process of such works taken up by the MZP because the floated tenders had not been uploaded on the website, which is mandatory according to the PWD guidelines.

It was then that the MZP planned to engage NGOs and clubs, instead of enlisted contractors for the construction of roads, toilets, and other renovation work of panchayat buildings in the district. (END)
