MZP cancels tender for the second time

MALDA, 28 AUG: The Congress-led Malda Zilla Parishad (MZP) had to cancel a tender for the construction of 53 Integrated Child Development Centre (ICDS) centres and three Shishu Shiksha Kendra (SSK) for the second time following objection from the additional executive officer (AEO) of the MZP. The amount of the tender was more than Rs 1.5 crore.

Yesterday, the sabhadhipati of MZP Mrs Sabin Yeasmin and the AEO Mr Kajal Banerjee held a meeting with other concerned officials and decided to cancel the tender for the construction of 53 ICDS centres and three SSK (Shishu Shiksha Kendra) across the district.

The decision was taken when they found that the tender was not published on MZP's website. Interestingly, it was also found that none had participated in the tender when it was published in local newspapers, early in the month of August. However, no contractor had participated when the same tender was floated first time.

The MZP is facing difficulties to use the fund which was allotted from the social welfare department in early 2008-09 financial year.

According to the MZP officials, the contractors are not interested to take part in the job because the amount allotted for the construction of each ICDS centre is not sufficient. They argued that cost of building materials have been escalated. The contractors have termed it as a ‘non profitable tender’.

Reacting to the comment the sabhadhipati of MZP summoned the leaders of the MZP's contractors’ association and criticised their attitude for taking part in the tender for roads where they can earn more profit.

Mrs Yeasmin finally urged the contractors to take part when it would be published. Yesterday, the MZP officials took the decision to renew the tender following the government's e-tender process.

The setting up of ICDS centres, which is running in make shift arrangements in the district is being delayed due to non availability of land, said an administrative official of the MZP.
