Development funds granted amid furore


MALDA, 1 SEPT: The district planning committee (DPC) finally approved the annual action plan of Rs 19.85 crore for the financial year 2009-10 under the Backward Regions Grant Fund (BRGF) today amid chaos due to an objection raised by the opposing members of the DPC.

Though the DPC finally approved the action plan, the district magistrate Mr Sridhar Ghosh had to conduct a voting procedure to pass the allocated funds of Rs 3.57 crore out of Rs.19.85 share of the Malda Zilla Parishad (MZP) for infrastructural development across the district.

The total fund would be distributed among the gram panchayats, panchayat samitis, Zilla Parishads, municipalities and others in a backward district for its overall infrastructural development.

More than Rs 10.50 crore has been allocated for the 146 gram panchayats across the district. A total of Rs 3.57 crore was allotted for 15 panchayat samitis in Malda. Similarly, the MZP has got a share of Rs. 3.57 crore.

The DPC members belonging to the Left Front raised objection against the MZP's fund. The Opposition leaders objected to passing the plan for the MZP as it had not allotted funds (out of the MZP's share of Rs 3.57 crore) for Bamongola and Old Malda, two tribal dominated blocks.

The Opposition leaders also pointed out that the MZP has allotted only Rs 5 lakh each for tribal dominated Habibpur and Gazole blocks, but out of its share the MZP has allotted Rs. 63.67 lakh for Kaliachak-I block. The Opposition leaders also pointed out that the action plan was not made following the guidelines of the BRGF. “No required fund has been allocated for municipalities,” they alleged.

Finally, the district magistrate Mr Sridhar Ghosh, to conclude the meeting, had to conduct voting to pass the MZP's share and the majority of the members present supported the Congress-led MZP's share. SNS
