Polls likely to stall development work

MALDA, 28 SEPT.: Malda district magistrate Mr Sridhar Ghosh today announced that the development work may be stalled for at least one and a-half-months due to model code of conduct for the by-election in Sujapur.


“The election commission may issue notification for by-polls in Assembly segments including Sujapur in Kaliachak block I on 8 or 9 October. The work may get hampered till the by-polls are not completed”, said Mr Ghosh, the Malda DM.


He also said after Puja vacation official work would start on 5 October as after a few days officials will be engaged in by-polls. The development work was stalled due to a series of elections that included rural polls, Kharba by-polls and Sujapur by-polls and then Parliament elections in 2008 and 2009. In Sujapur, by-polls were conducted in the early 2009 after the demise of former MLA Rubi Noor and now the administration will have to conduct the by-polls after the resignation of MLA Miss Mausam Noor when she was elected as the Member of Parliament from north Malda Lok Sabha seat this year.


It may be noted that in the recent past, the model of code of conduct had been imposed over all the district for by-polls and administrations had been facing problem to execute developmental work.


Facing these difficulties the system of imposition of model code of conduct which was being criticised in various corners including political platforms, the commission finally decided to exempt the imposition of the code of conduct over all the district. However, now it would be imposed in Sujapur Assembly segment only. “It is correct that some essential work must be exempted from the code of conduct for election. But in practice we follow the system”, said Mr Ghosh.


He said: “The 100-days job (national rural employment guarantee scheme) is completely free from the elections’ model code of conduct. But in practice panchayat officials follow the model code conduct 'politically' in their respective areas.”
