New rules for government schools

MALDA, Dec. 8: The state education department has amended management rules of government-aided schools to ensure quality education for the students. District inspectors of schools have been asked to inform managing committees of all government-aided secondary and higher secondary schools to implement it.

According to the district inspector of schools in Malda, after amendment of Board Rule 16, the MC would have to hold six meetings in a year, in contrast to the previous two meetings. "Review of teaching and learning issues and also academic performance of students of each class", would be the subject of the meeting. A headmaster or teacher in-charge by virtue of post as joint secretary of the MC, would preserve and maintain records of minutes of each meeting. The MC members will review the performance of the students based on unit tests and would have to take up remedial measures for students who secure poor marks in the unit tests.

Education officials while inspecting schools would study the minutes related to "deficiency of the students" recorded by the MC and its suggestions to overcome the problem of poor results. If necessary, the inspectors would also give suggestions to take remedial measures to develop the students’ performance.

“The school authorities or the MCs generally would not show the minutes of their meetings due to lack of a government step that has finally come in force. The MCs would henceforth have to show the minutes to the inspectors when they visit the schools,” said Mr Chinmay Sarkar, DI of schools, Malda.

The state education department has also suggested that the existing Academic Council of the schools would hold meetings twice a year related to admission of students, promotion, and selection of textbooks in consultation with subject teachers of the school. “The school authorities will not be able to change any textbook before three years in the interest of the poor students,” Mr Sarkar said.
